Default stage 1/2 question

I recently purchased a 2015 denim black SGS FLHXS. I kept stock headers and stock breather and I ordered rinehart 4" slip ons. I plan on installing the high flow baffles on these slip ons bc I purchased them long time ago and never installed them on my 2009 SG with rinehart 3" slip ons. I also plan on installing the Big City Thunder QQ Monster Baffles in the stock header pipes. Oh and I also want to install this air breather picture attached at bottom. So the questions I have, if I install this air breather I saw on Ebay do I need a stage 1 or 2 download and or is there another tuner I could purchase that wouldn't require me taking to Harley and getting the bike dynoed/tuned by Harley. reason I ask is bc its a lot of money to get it tuned/dynoed by Harley and I've seen other tuners out there that don't need to be tuned by dealer. I've had the screaming eagle tuner on my other SG's but I don't like the fact that it can only be used on one bike and can't be installed on another bike. plus it's a lot of money. So if anybody can answer this long complicated question I'd appreciate it.

Yes you should get a tuner. The bike is lean from the factory. By changing air intake and exhaust you make it leaner. I would say call fuel moto and get a pv2. It will come loaded with a map. No dyno needed. You can also autotune to finely tune the base map

Don't get the "dealer download"... waste of money.

If I've posted it once, I bet I've posted it 43 times...

The FIRST thing a man should do when considering making changes is GET A TUNER. It will help a stock bike, and when you change pipes and or air cleaner, you're ready for it.

Can you run without a tuner? Yes.

Will you blow your engine up running without a tuner? Probably not.

Can you expect to get 50,000 miles out of your engine without a tuner? Most likely.

Will it run correctly without a tuner? No.

Dealers and their parts and service departments are a business, in business to sell motorcycles, and motorcycle parts and accessories. They tell you that you can get away without a tuner, because a LOT of guys won't come off the jack for a tuner, and they're afraid they'll lose sales if they tell you to get a tuner.

Changing the air flow without changing the VE tables is not beneficial. These bikes run lean from the factory, adding a more free flowing exhaust makes them run more lean.

Do what you want, I won't criticize, just trying to offer things to think about.

...but there is a reason I won't buy a used bike as my primary ride...

Why are you going to run 2 sets of baffles?

They make baffles to replace stock baffles or ones to improve performance.

Well, the OP wants to run these in the head pipe. I have not heard of doing this, especially when there is a cat there and other baffles in the mufflers.

Nether have I, I have only used the ones for the head piped in drag pipes or a bike with gutted stock mufflers.
