Although a tuner is recommended you don't HAVE to get one if you are just changing mufflers. That being said, the FP3 would work well for you. The PV is also a great tuner but unless you plan to use all of its features it's not worth the extra cost. The PCV is a piggyback tuner that must stay on the bike at all times but it will also work well. Just do a little research on each tuner and decide which one works best for you.

I'm planning on ordering a tuner this weekend and am still trying to decide between the PV2 from Fuel Moto for $499 with a free mounting kit, custom maps, and the Pro Billet Stage 1 AC for only $72 instead of $149 if purchased separately plus $16.99 shipping (Total $585.99). Or the FP3 from Kutter HD for $310 shipped and then ordering the AC from Fuel Moto for $149.00 + 14.99 shipping. (total $473.99). The features I see that the PV2 has over the FP3 that I would use are the ability to calibrate the speedometer, has a 2 year warranty from Fuel Moto instead of 90 days on the FP3, and over 1,000 custom maps and support available from Fuel Moto for many different products and combinations. The FP3 now supports cam upgrades, but I'm not planning on doing cams, just thought I'd point out that capability has been added. The advantages I see with the FP3 is over a $112 cost savings, it's connected to a smartphone or iPad by Bluetooth so no need to run wires, It's completely out of sight under the side cover when attached to the bike so less chance of theft. Not sure how often I'd keep the PV2 on the bike after auto tuning.
Edit to add: I emailed V&H and asked about the ability to calibrate the speedometer. They just replied back and said that feature will be available with the next app release. The FP3 uses an app on android and Apple phones and tablets instead of software on the FP3 or a computer.
