Yes. I agree. Pretty hard to tell.
I can't speak for the 3.5 in, but the general consensus seems to be that they are louder.

I have a set of Rinehart 3 1/2" slip-ons that have about 20,000+ miles on them. I had them on my 2010 SG and then put them on my new 2014 SG back in April. They have some really cool slotted Arlen Ness tips. I never liked the plain tips on the 4" Rineharts. But anyways I don't think they are loud at all, neither does the wife. I will say they sounded better on the 98 c.i. than the 103 c.i. for some reason. I think that's because of the heaver cam in the 103 though. They are not that deep sounding but we like them ok. I was looking for some Street Canons till I found out a lot of folks have a deceleration pop with them. The Rineharts never pop or backfire at all. I'd consider a set of RC Components Slip-ons too.

I have had both the 3.5s and now have the 4 inch ones on my Limited. I only kept the 3.5s on the bike for a couple weeks. Were they louder, yes, but the sound was a raspy nasty loud. Took a trip across the mountains with them and found them to be annoying actually. sold'em here on the site and put the 4" ones on. Much much better sound. A nice low rumble and much more pleasing to the ear. If you are just lookin for loud and loud is all you care about, the 3.5s will fit that bill.
