I have an 09 FLHX. I put a pair of CVO mufflers on it, they are just a little louder than stock. Not loud enough. I have also tried Samson rolled ovals - way to loud.
I want to be able to hear the thump thump thump sound, and have them loud when I twist the throttle. However, I want them to just be a nice potato potato potato sound at cruise speeds so I can hear the radio. It has to be a low rumble, not high pitched. What is your recommendation if I don't want to spend an arm and a leg? I really just want to do slip ons and not a stage 1 or anything.

The Monster Ovals from Vance and Hines are a good choice for a quiet muffler that also gets good gains in HP and torque. They have a different look than any other muffler out there, but also have a higher price than most as well.
A new option just out is the Klock Werks SS mufflers. They have a mellow tone under light throttle, such as when cruising, but also will wake up under strong acceleration. The quality is first rate, as they are manufactured by the folks that make Rinehart, and have a very reasonable price.
As for stage I, I assume you mean you don't want to mess with your fuel system. There is a lot of talk that mufflers can be done without modifying your injection system with some form of tuning. It can be done, but we don't recommend it. The stock fuel map is terribly lean to start with, and adding a muffler will only make it worse. Even adding an inexpensive tuner, like the Fuelpak @ $219 will make a huge difference in lower oil and engine temps, rideability, and fuel mileage, not to mention getting the most out of your muffler purchase.
