Harley does not put tender leads on at the factory. Some dealers put them on when they pdi the bike.

mine has one... right infront of the pivot cover, its prob camo'ed by the few other wires/ hoses there...

As stated above, they most not come stock with the harness. I got to the battery and added the harness.. Now good to go for winter. Thanks...!!
