You won't be making a 'catalog custom' but it is possible if you have some mechanical skills. This guy did a good job of it recently - he had to change his exhaust to lose the supports, and he made custom FXR-like side covers - but the back end came out real good:

he went on to add an FXRT fairing, but you could stay with the RK headlight

It really sounds like you want a Dyna Switchback. It is a very capable light touring bike. Same 103 as the big boys, with removable windshield & bags.
