It's legal for a person that is 100% deaf to ride but you can't wear headphones and ride????
I don't think the main concern is not to be able to hear what is around you, but to actually pay attention, someone who is deaf, won't have any distractions, like rocking to MetallicA on their bike. As far as comparing listening to music to a cager with a cell phone or handsfree kit, the distraction isn't quite as bad listening to music as it is having a conversation where you're (usually, most times) using your brain to think what you're saying or wanting to say.

Just occurred to me - When I go on a longer ride on my Softail I use ear protectors (the type you scrunch up and shove in your ears). Figure I'd rather not be deaf somewhere down the road. Is that illegal?!
