Default Floorboard mounting instructions

I just picked up a 2006 Deluxe with Willie G floorboards.
I have two questions that were not answered in the search area.
1. How tight should the floorboards be? I can't move them at all. They seem too tight. Doesn't seem like they will flip up when needed.Is there a torque spec on these? Should I be able to flip them up by hand? I'm sure they shouldn't be too easy but mine feel like they are clamped tight.
2. Is there any up and down adjustment on the mounting brackets to raise the floorboards?

Not at home so can't look in the manual regarding torque spec but you should be able to move them by hand with a little effort.

Something going on there...should be able to tilt them up and down without much effort.

Thanks guys. I backed off the screws and now I can flip them up. Whoever put them on had cranked the bolts as tight as they could.
