sew velcro onthe vest....and on the patch.
If you get other patches, sew velcro on them also. that way you can take one patch off and replace it with another.

Another serious answer, although I can't seem to find a kit for it online, I had an idea. You know those name tags people at hotels wear, or some other jobs, like the fancier gold/brass ones? They're attached through the shirt or jacket pocket via magnets. You could sew a pliable magnetic piece to the patch, and put the other side of the magnet under the jacket, have to be strong enough to get through whatever material you're using though. If it worked, there'd be no holes at all...
