i chased ignition problems on my 85 for a couple of months this summer. i changed out the ignition circuit, circuit breaker. $8 at the napa store did it.

I'm riding a stock (except for mufflers and a re-jetted carb) '87 FXLR. It only has 5600 original miles. Just yesterday, after some back roads and about 10 minutes at highway speeds (70-80) once I got to the end of the off-ramp my idle was fast and it had hesitation when rolling the throttle. I checked for loose vacuum lines and also loose wiring to the VOES but found neither.
Would the VOES cause the idle to speed up if it were going bad (or maybe it is...) and cause hesitation in the throttle?

No, it would do the opposite, assuming it was failing electrically. However, that does sound like a vacuum leak possibly at the VOES port/hose or a compliance fitting is cracked/leaking. The compliance fittings were bad for that until replaced at least once. (Seems the ones from the factory didn't last long, but replacements held up rather well) Considering that few miles on an 87, you'd be wise to check them and the clamps on the intake really well or replace them.
Also, considering the year/low mileage, it's possible the carb could a good cleaning and replace the accelerator pump. A bad accelerator pump will display those exact symptoms as well.
