Thanks. For anyone who looks this thread up in the future, DO NOT USE A COAT HANGER ON A DRILL. I just cut a piece off and tried to use a short piece as a snake, I broke a little 1" long piece off inside the standpipe. Got it out with a magnet.
I had already used some wire from my mig welder to push through there. I ended up folding one end over and then poking it through from the bottom, fishing it out through the top of the tank, then pulling it all the way out with some pliers. I did this about 5 times till it was all the way out. Then used a hanger from the top to break the piece off the liner. Then fished it out of the tank.
I'm hoping this will fix the issue. Kinda worried now that the cap on the right side isn't a vented cap. But I didn't have any problems on the old tanks. However, I didn't ride very far with the new caps. I might need to buy a vapor valve if this doesn't work.

If you just need a tank vent, this is what I do with cars/trucks: Get a small bike fuel filter or a lawn mower fuel filter at the auto parts store. These usually are for a 1/4" fuel line and about an inch or so long by a half inch around plus the fittings. Put that in a line with one end to the tank vent and the other end either open to atmosphere or routed down somewhere. That way, dirt stays out of your tank, but it can breath. You have that extra fitting on the tank that you capped off. I'd try that.
