What I really want is an increase in power of about 25-30% but maintain maximum reliability possible, so the combination of parts must work well all together, I dont care if its OE 96 or 103 or 107, new or (porting) heads & or cams & pistons. The end result should be a very reliable motor making 90+ HP & torque.
The temperature here reaches 130 during summer!!!

Let me ask you this:
A. DOes your Dealership carry parts from Drag Specialties, Custom Chrome, Bikers Choice etc? You really should find out what aftermarket catalogues are available to you. I cant believe a Harley Delaership will ONLY have Harley parts even though you are overseas.
Could you find that out when you get a chance?
B. Getting 100/100 numbers out of your Streetbob will be no problem with high reliability. With high temps there, though we want to make sure your tune is slightly rich(13-13.5-1), and you should have a good oil cooler already installed. If not, that should be a top priority.
C. If your going to a 103" build, by virtue of the displacement alone, getting 100/100 numbers reliably can be done with a relatively low static compression of 10:1 or under slightly.
Any of these places will be able to do a MILD port job to your stock heads for around $500-$750 that will easily get you 100/100 SAE numbers that you are looking for using a mild cam and lower compression. If your dealer does carry one of the aftermarket catalogues above then you won't have to stick with SE cams if you don't want to. S&S and Andrews makes some great grinds as well.
107 Ci, 260 Cams, ACR SE heads, 10.5:1 forged pistons, SE II slip ons, weld, Plug and balance Crank, 58 mm throttle body, Power Commander and about 4 or 5 extra tires and you should be good to go.

Well, we do that most of the time, but sometimes u just cant help it, the need to ride becomes first priority, so we hit the road hard & enjoy it whether its 130 in summer or 45 in winter.

So if a cam kit cost 300 USD in the catalog, he'll charge me 600 USD !!! I prefer to loose my money on beer & hookers than giving it to that F****** stealer!

order SE 103 cylinders, Wiseco 10.5:1 forged pistons, SE MCR heads & send it for porting, set of cams (still havent decided which cam to go for) if I go for gear driven cam, is there any quite ones out there, similar to stock in operation?

OK, is there a reason why you are willing to double spend your $$$ on buying a new set of heads, and then paying to send them out to have them ported, when you can have your stock heads done for half the total cost? You can have your stock heads machined for compression releases for pretty cheap money, and the valves, ports and combustion chamber set up specifically for the cams you want to use.
You dont need to buy new heads, and you wont gain one ounce of performance by buying SE heads then having them ported, over your stock heads done up correctly.

Buying new heads for 700 USD send'em for porting 450 USD = 1150 USD & I can sell my original heads for 250 USD so my total cost is 900 USD for new set of SE MCR ported heads, which can handle higher compression ratio & higher lift cam more than original heads do.
