I'm mounting a new chrome starter anyhow. I'll get a chance to do it right then.

The dealer replaced my starter under warranty. Something to ponder.....the lack of the correct torque actually allows some minor arcing (they call it fretting) to occur on the mating surfaces causing the starter to not make good negative contact. This only exacerbates the problem causing more arcing and poor starting. I would suggest cleaning the mating surfaces as said in the bulletin of all fretting, then re-install the starter with the correct torque.

I have an 07 Ultra and had this exact problem. The bike had just went through its 20,000 mile check. Fifty miles later, ready leave on a 300 mile trip and all I hear is a click under the seat when I hit the starter. I played with it for a while and got it to start. Rode for a couple of days without issues and one night it happens again. I get it to the dealer and service manager knows exactly whats wrong (starter bolts). Fixes it, tells me that they have had problems with the 07's but Harley won't pay for a fix. Charges me over $100.00 and off I go. Now I see this post.

Should Harley have paid for the fix? Did I just get ripped?

In a word... yes. Service bulletins supposedly are good for 5 years, during which time HD will pick up the tab. At least, this is what the dealer told me.
By way of a follow up for you all, I had the work done, and had to give the dealer the Service Bulletin number so he could go look it up! This was the second dealer I called and neither had heard of the problem.
IMO, there is a huge communication disconnect between the MOCO and the dealers, and certainly between the MOCO and us. I agree with you all out there. This problem could have left me stranded, maybe somewhere less than desirable. For the money we spend on our bikes, you'd think HD would send us (via email or snail mail) these service bulletins for the warrantied life of the bike. Again, IMO, this is just another example of HD getting too big and losing track of what's really important... the buyer.

Could be but also might be a bad ground at the battery or frame.

Default '07 Starter issues

Did you have experience a grinding sound when trying to start the bike at times, that is the issue I am having and I am wondering if the same solution with the torque of the bolts will work!!
