I run the Kuryakyn Pancea LED on my Softail, and love it. I had one on my '03 Sporty also.....gets those ugly turn signals off the fender struts, and opens up the rear end. Check with Dennis Kirk.....I think I paid around $150ish for mine.
JRK's brother has one on his V-Rod. Having ridden behind him, I can tell you they are great if you want to be able to claim you have a brake light & turn signals, but don't really care if anyone can see them.
True. I also run the Alloy Arts signals that go on the ends of the fender struts, so I've got two types of nearly invisible signals that hopefully (between the two of them) can be seen.

yup..what he said...there is another one even brighter than the Panacea..I saw it on display at Red Rock Harley in las Vegas...can't for the life of me remember what the manufacter's name was..but holy chit they were BRIGHT!!

Custom Dynamics carries an integrated Run, Brake and Turn signal light system but again they are not DOT approved. But, they are exactly what you are looking for.
I also believe that the BRIGHT lights that 2003 FXST was talking about are called Bright *** Lights but they do not have the integrated turn signals.

I was looking at that taillight from d2moto until I asked them if they were dot approved and they said no but alot of people used them for along time.
