They are throwovers.
There are 2 straps on the top of each bag with velcro on them. They velcro together giving them adjustability as to how far down they will hang. On my wifes V Star 650 Classic, as you can see in the picture, they sit over the passenger seat. That keeps them off the exhaust, but remember that bike is much shorter than your Fat Bob. As an example she is 4'10 and sits flat footed on that bike. Everything I have seen about these bags seems to make me think they were intended to actually hang over the rear seat, but just adding some more velcro to the strap should give you more room to adjust them up if necessary. There is velcro on only the ends of the straps. Her bike is so short there is no way we could make them hang from under the pass. seat and still keep them off the exhaust. Bike is too short.

Like any throwover, I would advise using brackets to keep them off the moving parts of the rear wheel.

If you want some other pics, pm me and let me know what you want to see on them and I will email them to you. That goes for anyone else who reads this.

As for the bag, they are good bags that look like they will hold alot.

The sales pamphlet says they are 17"L x 14"W x 9"D. The zipper opens up very wide. There is an inside pocket in each bag.

Here is what the pamphlet says-

-Rigid sides and lower panel maintain shape when empty (the pic show them hanging empty)
-Bags securely mount using wide Velcro straps and quick release buckles.
-Highly reflective webbing and heat resistant under panels
-Reinforced handles

Those handles are for carrying them in off your bike.

The guy used some short straps with buckles to buckle to buckles on the lower exterior inner side of the bags to tie them down from flopping around.
